no two have the same interior layout and each building’s
exterior design is required to be different from the previous one.

and don’t leave out the site development: sewer lift
stations, relocation of stream culverts, grading, paving
roadways, underground utility lines, storm water retention
basins, stream weirs, and traffic signals, along with all of
the required governmental approvals.
